civic with the best gas mileage?

I have about 3-4K to spend and am looking for a later model say 90-99 What year and with what motor had the best gas mileage for a civic? Does it vary much from year to year (I use fueleconomy.gov and it seems that each year the gas mileage does vary alot) As far as gas mileage goes, are they all pretty much the same or is there one I should look for specifically? Thanks..
